Course Description
This class will explore climate change from the legal, policy, and political perspectives at the local, state, national and international levels. Climate Change: Law and Policy will explore the implications of climate change for equity and environmental justice; international efforts, from Rio to Paris, to negotiate a climate agreement that will reduce greenhouse gas emissions to acceptable levels; and, the obstacles that stand in the way of action. We will briefly examine the intersection of energy policy/regulation with climate efforts, and then move on to federal, state and local efforts to mitigate greenhouse gas (GHG) emissions. We will examine issues involved with climate litigation and efforts to put a price on carbon. Finally, we will explore efforts to prepare and adapt to the inevitable consequences of climate change as well as efforts to reduce emissions levels through geoengineering from the perspective of law and policy.
